How many items does a club penguin toy unlock?

Has anybody bought a club penguin toy that "unlocks items online"? I'm thinking of buying one (not to actually play with the lame toys they sell, but so I can get some stuff from the treasure catalog), and I was wondering how many items one toy unlocks. Does it vary between the toys? Please, I want to know if one unlocks more items than another first before I buy one. Actual rare items are things like the beta hat, not orange helmets they give out free every year. But getting it is your decision.
